Domestic violence in the shadow of a conflict

The 2020 Nagorno-Karabakh war and its aftermath had a damaging impact on socioeconomic life in Armenia, raising new concerns about a long-standing issue –  the prevalence of domestic violence. Over the past years, there has been an increase in domestic violence-related criminal proceedings, opening a window to speculations over underlying causes.---Armenia’s deep-rooted traditional norms promote the idea of women being confined to traditional roles and pose a threat to achieving a more equal society. Domestic violence, which disproportionately affects women, tends to escalate during and after wartime, as stress levels rise, families are displaced, and traumatised soldiers return home, changing family dynamics. This goes beyond one country's example and risks every nation in conflict.---At the same time, Armenia showed significant progress in gender equality, as reflected in the Global Gender Gap report, leaving a possibility to associate the rising numbers with rising awareness of willingness to break the taboo of reporting cases. Nevertheless, domestic violence often goes unreported because of stigma. According to the 2021 Survey on Domestic Violence against Women in Armenia, only 5% of the women who experienced domestic violence reported the incidents to the police.---”I realised too late that my problem was not the bruises on my face, but my silence,” one of the victims told local media.

In recent years, Armenia has shown commitment to addressing domestic violence, most importantly in the recent violence prevention bill, which is part of a broader package of amendments that aim to strengthen the country’s current domestic violence law. Once the amendment takes effect, convicted abusers will wear electronic bracelets to prevent harassment of their former victims – something that has also been applied in neighbouring Georgia. ---The increasing domestic abuse in the shadow of ongoing conflict is not unique to Armenia. As the Russian invasion of Ukraine continues, Ukrainian women have also faced increasing violence from their partners, especially those directly affected by military actions. In the immediate aftermath of the invasion, the police record on domestic violence has escalated, and many experts say the issue is only to worsen further.
